The Investigation of "passer-by"

I think this "passer-by" must be blocked by Mr Tan. I have some suggestions of who is "passer-by"
1. Multiman
2. A follower of TIV but not in our class
3. A person who is from other classes in WRPS.
4. Person from nowhere that knows of TIV.
